In a medium saucepan over medium heat, heat oil. Add onion and pepper and cook until slightly softened, about 3 minutes. Add rice and cook stirring frequently. until it is slightly toasted about another 3 minutes. Stir in chicken broth, tomato sauce, lemon juice, chili powder,garlic powder, oregano, cumin. Season liberally with salt and pepper.Increase heat to high and bring to a boil. THEN reduce to a simmer and cover. Cook until all liquid is absorbed. About 15 minutes. Remove from heat ans let sit for 5 minutes. Remove the lid and fluff with fork. Top with cilantro and srve immediately!
